Both. A political appointee is supposed to carry out the policies of the person who appoints her/him, and would therefore need to be loyal to that person. Of course, it would be counter productive to appoint someone who is not competent to carry out those policies.

both. think your question out if theres compitance without loyalty theres a good chance your efforts will be undercut if theres loyalty without competance you may as well shoot your own foot
