They want to end the conversation or don't want to be around or want to leave. Saying this is a good way to leave it, because it's usually what the girl wants to hear. They guy can walk away from an awkward moment and not call, because he doesn't have to look you in the eye. It's a chicken's way out.

It's probably because they can't think of a nice way to let you know they are not interested face to face. This way it's easier on them. They figure you will get the point after a while.

if their reason's: "sorry, i was playing my PS3 until i forget i've promised to call you.."
they r jerk n' immature
i cant believe w/ that kind of boys..
except they have important problems so they cant call me (example like, they mom's sick or having sumthing wrong..)

they either forgot or they are just playing with you which makes them jerks so just dont talk to them and dont ask them to call cause ull just get disappointed
