i want to know where everyone's sources are from, because the way that i was taught is that switching is just like a substitution, a batter can't be down 0 and 2 then call time and switch to be left handed and pitchers have to announce which hand they will pitch with before the inning begins if there is to be a change

In the majors, the batter can switch only if Time is called.
The pitcher cannot change hands during a plate appearance unless a pinch-hitter enters during a PA in progress. As there are, effectively, no switch pitchers today (and few in history), this is not much of an issue.

Yes, a batter can switch. I've seen it happen quite a few times, if the pitcher is changed (from righty to lefty, etc.) while the same man is up at bat.

Yes a batter or pitcher may switch at anytime. I think it was Creighton who had a pitcher this year that could throw with either arm and he did. He had a specially made glove that he could but on either hand depending on which hand he was using.
