Can anyone suggest what I can do? I have been spraying all-purpose bug killer on it, but the spots remain....!

It sound like your roses are suffering from mildew and black spot as well as the aphids. The mildew and black spot are fungal diseases and need to be cleared up. They will not clear up on their own and can be transmitted from rose to rose. This recipe will take care of all three problems: make a solution of 1tsp horticulture oil, 1tsp insecticidal soap, and 1tsp baking soda in 1 quart of water. Put solution in a spray bottle and spray your roses once a week for the rest of the growing season. Remember to pick up all the fallen leaves and petals and throw them in the garbage and not in a compost pile or flower bed. Also, when pruning your roses, take along a bucket of bleach water to sanitize your pruners in between each plant.

remove all the leaves from your plant and cut back the stems feed the plant with old tea from tea bags in a few weeks your plant will grow lovely new shoots and leaves all the leaves you have taken off throw them in the bin not on your compost pile as this will cause the black spot and rust to spread remove any fallen leaves at the base of the plant as well to get rid of the black fly green fly use 4 drops mixed with Water in a spray bottle and spray the infected plant when the insects bite into the plant it kills them and is a lot less harm full to you and your plant.hope this helps

Some times the bad weather can cause black spot it should clear up. I use soapy water to get rid of the greenfly,

Try planting garlic with your roses. I (accidentally) left some garlic to go to seed near my broad beans. Within the immediate vicinity of the garlic I had no blackfly on the beans - this must surely work for other aphids? not sure about the black spot though - perhaps a different variety of rose?

You could try "Rose Clear" - spray twice a week. This will get rid of the black spot. You can buy it from garden centres.

They have a fungus. You need an anti fungal spray.
