I am a us citizen of Irish/english heratige. I want a country that is moderate in climate and that has a government that is stabel and is inexpersive to linve in.

How about Canada. Canada is about like Switzerland when it comes to staying neutral in terms of war, so it is pretty safe. I have heard that most of the country is fairly clean. As for a moderate climate, you will need to move to either the Atlantic coast or the south. Good luck.
