Not really, "Viva" is. Bounty is not even close to the "best paper towel around".

oh my god, I so did not know that, thanks!! Now i can wipe all by split wine stains up from the kitchen counter, without the paper towel falling apart!

No. I always hated it in the the US it was too expensive and I live in the UK so it doesn't exist here.
