if i am on a family share plan between 3 people and i have 700 minutes am i in incalling is it more than 39.99?

yes that is more than $39.99.

The first line is $49.99 and then $9.99 for the extra lines for each line. 700 minutes all your verizon calls are free, no minutes of use.
But $39.99 is the single person 450minute plan.
