Mother Nature can make muscle temperature that works well at warm temperatures, at cold temperatures, or at in-between temperatures, but not at a large range of temperatures. That is why cold-blooded animals become so slow to respond when they are colder than their customary temperatures. Reptiles regulate their temperature by seeking sun or shade or by other external means of warming or cooling themselves. Mammals and birds have their own internal ways to heat themselves or to get rid of excess heat, but generating that internal heat burns up a lot of fuel. This is one reason that mammals and birds must eat so much more than cold-blooded creatures of similar size and activity to stay alive.
