I think this is a very good question. Once I have seen in action many times. From my expierence, when people feel the need to hurt some one there is only three possible reasons for it
1.) They are vulnerable to that person and may have been hurt by some words or actions, and may not have made it known and the person is only acting in retalation
2.) People hurt people at there disposal for a good time. Meaning they make people feel inferior to them and put them down when they arent feeling so up there self to try to level out the playing field.(jealous, evny,)
3.) Some people are completely emtionless, and heatless and have a lack of consideration for other peoples feelings. They appear to be in the abyss and probably wont ever come out of it.

Hurt people hurt people, that is those who are hurt inflict injuries, this may be the norm but is not actually healthy, glad you brought it up see how many people said it was normal
It is not, it is the behavior of a child, how many grown adult children do you know? A healthy adult will defend themselves from an assault. When someone else gets the promotion you want and you want to do something to them because you are dissapointed this is not adult behavior.

Because we feel hurt(due to certain reasons)and cannot control the need for a means of venting our anger and having 'revenge'.

When wronged by others, people behave differently. The weak cry meekly because of their helplessness and many who cannot contain their emotions take it out on others by hurting them.........I want to hurt verbally when wronged.
