That's easy. It's because Chavez, Castro and Morales have all enacted reforms that benefit the common people especially the poor people of their country including reforms in health care, education and land ownership. When have you heard about Bush doing anything for the Common folk. All he cares about is putting more money into the hands of the military, the arms dealers and his good buddies in the oil corporations.

Scary isn't it? Hugo Chavez has been silencing dissent, so as for his being a popular leader, you have to get in touch with the people on that. Fidel Castro? An old has been who used fear and terror to garner "support" from the people. It's like Saddam Hussein: he walked into Baghdad Law University with four armed guards, and walked out six hours later with a "law degree".
When people consider the likes of Hugo Chavez and Fidel Castro popular "leaders", it's time to look past the ad nauseum rhetoric and realize that it's more about the people than how "popular" you are.

it's easy to be popular when you imprison, torture, kill, rape and terrorize your opposition and control the media.
Chavez and Castro are masters at being "Popular".
Good way to really tell how popular a government is, is to look at the numbers of people leaving and the number of people moving in.
Using that criteria you will find The US is more popular even with Bush in office, and Cuba and Venezuela are the least popular since more people want to leave rather than move in.

Because the others are told to believe. Americans have the freedom of speech and choice. Therefore, we are allowed the luxury of making a stink about our leader. These other guys do not condone any opposition and jail/kill those that oppose them.
