It's like asking a mother to point out her favourite child.
Each state has its own beauty. Whether its natural beauty, monuments, customs and traditions, its people, the food, fauna and flora - whatever. To choose and pick one would do injustice.

I used to be a tourist (to India) by myself, but now i live in India. I agree, that absolutely every city, town, region, state has it's own beauty not only for the tourists, but also for all the people, who stay there. But out of what you've listed, i may say that: Himachal Pradesh, Jammu - Kashmir and Kerala are among those that make your heart beats faster!
Well, of course, Delhi is the place to see also - in any case many of tourists go through Delhi!

My favourite is Himachal Pradesh, i was there twice and wish to go there once again and more. That's a wonderful and beautiful place to see and to enjoy.

Nice question!
Best of luck!
