Look at the half equations for (MnO4)- ions acting in acidic solution and in alkaline solution. You will find that in acidic solution the voltage is more positive, so it oxidises the alcohol faster.

It goes to the molecular structure of each class. Acids have H+ ions available and bases have the bonded pair HO available. The H+ bond is not only stronger, but there are more of them available.
