Dwarf puffers actually aren't brackish, they are freshwater fishes, unlike the vast majority of puffers seen in the hobby. Otos are about the only think you can get away with, most fish the puffers will nip and bite. Even Oto may get bitten, but you can give it a try.

The problem is, if the fish is small, it will get eaten most of the time, if the fish is large, it will get all the food and the small slow Dwarf Puffers will not get enough of the food.

Watch the wiring in the tank!
I have had puffers...they bite everything...including heater wires.

You should have the tank electrical on a GFCI outlet or an adapter.

Electrocution is not part of the hobby...lol

Puffers really are an "alone" kind of fish...You need something fast enough to get away...and larger than the puffers mouth.

I know conflicting information sucks, but I have a two dwarf puffers. They were initially brackish, and I acclimated one for salt and one for freshwater. They both did fine. The fresh was in with larger kissing Gouramis and a pleo. The salt went in with a Tang and a large yellow Clown. Everyone was happy. Just make sure everyone is a little larger than his mouth so he won’t be tempted. WATCH YOUR FINGERS – the latter fish bit me a few times when I was feeding him – he was going for the food and got overzealous before I could get my hand clear.

Puffer's require brackish water, so you'll need to look at fish that can survive in brackish water.

This includes scats and mollies, but both could be harrassed by the puffer.

P.S. i also read that if you convert tham to brackish that their life span will sharply shorten
