How hard is it to learn to play Bagpipes? I know Practice, but other than that.

(*lol*) I'd suggest finding someone to take lessons from. I have a chanter and it's definitely not easy for me. Of course, it's a double reed (like an oboe or bassoon), and I find those very difficult.

Physically ? Most students are on the practice chanter a year before they're ready to go on the pipes. By then you should know if that's what you want to do. It's going to take some time when you go on pipes to build up your diaghram. Most people consider it about a year. It's not the volume of air, but maintaining steady pressure. So..you've got two years invested at that point to where you can play without embarrasing yourself.
A lot of practice is needed and that's an on-going thing. All the music is memorized. It's not impossible or there wouldn't be any pipers. It's not easy or else everyone would be doing it. I've seen some numbers that indicate that of all the people who actually set out with the intention of playing, only less than one percent turn out to be playing pipers.
You really need a teacher. You can't learn it from a book or from a tape and learning it by yourself is totally out of the question. Most bands will give free lessons based on the premise that you'll be playing with the band at some point and giving back by teaching others.

If that's what you want to do, then that's what you should do. There will always be someone who thinks WHATEVER you do is weird, and there will always be those who think it's perfectly ok. The important thing it that YOU think it's interesting. Personally, I don't see why a woman couldn't play bagpipes; women have a slightly larger lung capacity, so I would think that would be at least a small advantage. I suspect that the reason you don't see it traditionally speaking is that bagpipes were originally associated with fighting, and that has long been the realm of men in our world.

its like the hardest thig out there my ddad plays them he uses an air compressor they sound gr8
