Unfortunately, the non smoking laws state you need to be outside a specific distance from any building or enclosed areas, so while your washing windows your too close to the building to be smoking according to the laws.
As to who will report you, any fanatic that sees you will. We smokers have had our rights taken away by the nuts that feel they are more important then we are.
I'm waiting until they loose their rights to drink alchohol then we will see how they feel!

That is not the issue I'd be thinking about. Since you are self employed, if I were you I'd do everything you can not to piss off your customers, that means no smoking on the job.
If you must, then you should ask for permission. If they say no, then thank them kindly.
Peace
Jim

I love the ones that just cant help themselves, smoking kills, waste of money, blah blah blah. Yeah so you don't smoke, big deal, get over yourselves and mind your own business.
Yes you can smoke outside unless you get one of these do good snotty non smokers reporting you.

As you work in an open space you should be fine unless the homowner asks you not to.
It is worth noting however that you could be fined for smoking in the vehicle you use for work even if it's your own.

Some of your clients may not like it... But you can probably do it until they catch you or until you realize if their gardens catch on fire. If you're self-employed, are they gonna tell your imaginary boss that you've been a bad boy?

I think it would be disrespectful to smoke when working on, in, or near my house or on my property, particularly since I dont smoke. Its more a matter of professionalism. Smoke on your breaks and away from the place of work. The least you could do is ask the person youre working for, the property owner.
