He needs to address the issue with them, not you. Have they shown any disrespect to you or your daughter in the past?
She is young enough not to notice their absence, but that will not always be the case. Your boyfriend needs to find out why they didn't show or call. Once you know the reason, you can proceed by either staying away from them in the future or trying to find a way they can have a relationship with your daughter that is comfortable and respectful of your position as her mother.
Happy birthday to your baby!

when i had my first child my partners mum decided that she wasnt his and only wanted something to do with her (baby) when she (his mum) wanted to so at about 8mths old i decided to find out why she hated her so much, she then accused me of not lookin after my daughter so i stoped all contact between the 2 of them (with a few ad words an a lot od yelling) which was the best thing i could of done for my daughters now i think you should talk to your partners mum and find out why they didnt come and then decided what you need to do for your daughter no1 else

Ouch, I am so, so sorry to hear that. Personally, I wouldn't invite them to the next birthday. But I am vengeful, and stubborn, and I sometimes hold a grudge.
