yes, you can use photoshop or paint to resize the canvas size, however the pixels will not be so good, and it will be blurry in most cases. It would be best not to make it too big if you resize it at all.

If you used a program to make a regular size pic into a thumbnail, then the regular size pic is still in there somewhere.
