Merriam-Webster's Medical Dictionary
Main Entry: an·en·ceph·a·ly
Pronunciation: "an-(")en-'sef-&-lE

Inflected Form: plural -lies
: congenital absence of all or a major part of the brain
** I think it all depends on what context the word is used in, some definitions state the above and some say missing a large part of the brain & spinal cord.

in addition to one of the previous comments, anencephaly is the term generally given to a baby born without the necessary part of the brain, the forebrain. They usually do have brainmatter though. I don't think there is a term for having absoutely zero brain, because I don't think that exists. Unless you mean decapitated.
