Depends on what you mean by safer.
On calories and fat alone, a nice all-fruit or even sugar-free jelly is best. My favorite is Tap'n Apple Butter; it's fat free and only 20 cals per tbsp.
But if you're not worried about calories, peanut butter has more nutritional value because while it is high in fat, if you pick a good brand, you get a nice hit of protein, and the fat can be good fats. If you go this route, I would choose an all natural peanut butter that is just ground peanuts. At almost any health food store, you can grind your own from fresh peanuts, and that would be the absolute best for you health-wise. Just be sure to refigerate it if you get some.
To me butter is just kind of a waste because while it is dairy, it is just basically fat and doesn't do much for you nutritionally.
For a slightly different taste, you could also try a nice cheese spread like Laughing Cow -- only 35 cals for a pretty good-sized wedge of spreadable cheese, and they have several different flavors. Don't have to refrigerate either.

This depends on what you mean by "safer". Do you mean, which has less calories? Which will fill you up more? Which is healthier? Regular peanut butter has about 100 calories per tablespoon and is a good source of protein. I eat peanut butter toast occasionally and feel that it fills me up more than either just butter or even jelly/jam. Now, a tablespoon of Smucker's strawberry jelly has only 50 calories, but no protein, also though, no fat. Their jam is the same--I prefer jam because it has pieces of fruit in it--just seems healthier and tastes better to me. Butter has 101 calories per tablespoon, but you probably wouldn't need a whole tablespoon for one piece of toast. It is an animal fat, however, and contains both saturated fats and cholesterol--trans-fat-free margarine or spread may be a better choice if you're worried about that.

Butter and peanut butter are both full of fat, Jelly is very high in sugar. Try a natural fruit spread with no sugar added or use low fat peanut butter. My teenage daughter mashes up a banana to put on toast, not my choice but she loves it.

well if you want a REALLY healthy treat, do what I do.
1. go to a health store where plenty of health foods are sold (example: Trader Joes or Whole Foods)
2.buy Ezekiel 4:9- an all sprouted grain and no flour bread with lots of protein
3. try it at home with a little bit of honey and sprinkle some cinnamon on it

if you are going to eat toast for breakfast then I would make it from some kind of sprouted bread, they are the healthiest breads by far.

Peanut butter, or else you'll be having either all sugar (jelly) or all saturated fat (butter). Peanut butter is a combination of good fiber-rich carbs, healthy mono saturated fat, and vegetarian protein.
