Mostly on the contractor level, if you want goverment jobs as a permanent resident you will either have to become a citizen or go back to the state level.

Federal jobs are open only to US citizens, not permanent residents. If you are a permanent resident, wait for your citizenship/naturalization to come and then apply for a federal job

Citizens is who they should hire. Other than president of the US a citizen should be able to get any job if they are born here or naturalized.
