Is it after she stops nursing or producing milk or is there a specific time frame. I know that wild lions will kill the opposing prides cubs to send the females back into estrice. My cat still has two kittens that are 9 weeks old and is still nursing them occasionally.

she could be bred right now. i once had a cat who it seemed never went into heat after having her kittens. kittens were not quite 10 weeks old when she became pregnant again. Rapid breeding is not at all good for your cat though. You could end with kittens having birth defects or even stillborns. The mom really needs some time to rebuild everything that diminished from the previous pregnancy, labor, and period of which she was lactating.

A cat can actually get pregnant right after giving birth. She can be pregnant and nursing the previous litter at the same time.

She can get pregnant immediately.

9 weeks old is too old for kittens to still be nursing. Bring mom to the vet and get her fixed. Once the kittens are old enough, get them fixed as well.

Get your cat spayed. Millions of cats and kittens are euthanized or starved to death every year because the overpopulation problem is so severe. If someone takes a kitten from you that you helped create, then you've condemned another cat to death since it won't get an owner.
