No, because you need to have all the other "good things" that come with other foods. If you eat less of what you like, it will be better for your body than just having chocolate milk. Drinking milk a few hours before or right after exercising than it will be better for your body as well.

It's always been said that when you feel hungry, drink a glass of water and wait 30 minutes because the water makes you feel full and stops you from wanting to eat. Same thing can probably happen with the milk too.
While chocolate milk isn't "that" good for you (lots of sugar), it's healthier than the burger and fries or the pizza.
I say if you can fill up and satisfy yourself with a glass or two of chocolate milk over chowing down greasy burgers fries and pizza, then go for it!
Or course, you could always make it a little bit healthier by drinking a chocolate flavored SlimFast drink. They aren't that bad tasting and will actually give you the nutrients you need for good nutrition.

A "better choice"? No, because all you're taking in is milk and sugar. Would you consider a glass of milk and a bowl of sugar (just sugar, not in any other form), a meal?
Sure, its probably lower in calories than a burger and fries or pizza, but it isn't balanced in any way. Your body needs more than just milk to survive...

NO, its not a good substitute. Commercial chocolate milk was invented to cover up the blood and pus found in unhealthy cows. Diary cows are not healthy-they are kept in horrid conditions, overbirthed, overmilked, and fed huge doses of growth hormones, steroids, and antibiotics. Due to overmilking, they are often affliced with swollen utters, and blood and pus enter the milk. Chocolate was added to disguise this. Commercial milk, in general is a by product of the meat industry, and is not healthy. Your best bet would be some organic veggie juice, organic veggies, and a wholesome diet full of veggies and whole grains. Sound radical, I know, but its true. Do a little googling, and you will see this is sound advice.
