What do you mean by goose honking? Coughing? If so, take the dog to a vet asap.

So everyone else has addressed the goose honking which is very serious, but no one has said a thing about what if you can't take it to a vet? Then why do you have a dog? If you were goose honking wouldn't you expect your mom to take you to the doctor? It has to be done, no if ands or buts. This is a serious condition and inhumane to allow it to continue with out proper vet care.

Your dog has collapsed trachea syndrome. this is where the trachea partially collapses inward and restricts the air intake. This makes a noise often called honking or reverse sneezing. It is not so uncommon in small breed dogs. Dachshunds often display this condition. It usually happens when the dog is lying down and only lasts for 10 to 30 seconds. They usually have it for life and it is very rare for this condition to need medical treatment. Just keep the dog calm and have it relax.

If your dog is goose honking it either has the starting of an Upper respiratory infection or it has a heart condition. Take it to the vet to get it checked out.

My dog did that. He would get terribly excited and honk away. It was caused by a collapsed trachea. We learned how to teach him calmness and would try to keep him from overly exciting situations and he lived a good long happy time with this. Email me if you want more details.

Sounds like tracheal collapse. They will "honk" when they have that condition.

ADD:
If it is bad and he can't seem to catch his breath or is having difficulty breathing, then you NEED to take him to a vet. There are medications the vet can give him to relax and open up the trachea. (something like asthma medications work in humans) This is something you need to be talking to your vet about.
