My daughter is 4, and I have yet to break the $100 mark on her parties. I try to keep things simple and I enjoy crafty things so I do a lot of homemade stuff.

The Barbie cake works well. You use a box cake mix, follow the directions, but bake the cake in an oven safe glass bowl 1/2 the mix in the bowl, other half in cupcakes (make more cupcakes if you need them). Once cool, take cake out of the bowl, upsidedown on a platter this will be her skirt. You then take a cheap dollar store barbie (or if you wanna spend it on a real one) and shove her into the cake!! just make sure she's wearing a top, if she's already wearing a dress you can tape her dress tight around her legs. The use appropriate color frosting to finish off her skirt.

I used this bowl cake thing for a ladybug party, I made 2 boxes of cake mix and ended up w/ 4 lady bugs (bowl for the body, and one cupcake for the head). this came out super cute!!! I got a new pizza box from our nearest Pizza Hut (they deliver to us frequently) and covered it with a ladybug patterned gift-wrap paper. That was my platter for my 4 bugs!!

parties these days seem like they are so expensive to throw, by the time your done with decorations, the cake, goody bags, etc...it gets expensive, we every year since our daughter's 4th birthday (she is now 6, so this would be 3 parties in a row) have opted for the jumping parties....places that have bouncy houses inside, the kids are free to jump for one hour, and the place supplies generic plates and cups, etc, we bring our own cake and drinks, we schedule it around a time that a meal does not need to be served, so that Cake and juice is adequate enough....with all the excitement about wanting to jump....the kids seem to care less about what plates they are eating off of, of what character the balloons have, however, usually the places do allow you to bring your own decorations if you want...this year we had 20 children and the whole party cost up $210, and the kids had a wonderful time, so far the best place we've been too is called Monkey Joes.

It depend how big of party your going to throw.

But I'm planning to throw a b-day party for my 2 yr old at a local park where there is benches and table. And planning to order some take-out food for the kids and parent. Try to buy some non-expensive gifts for game winners. They will be more happier.

try oriental trading company, they have a website. lots of party things dirt cheap.
my boyfriends ex spent $300 on a bday party for thier 2yo. she probly won't remember it so spend wisely.
at that age it's more for the family.
you can do lots of balloons and streamers in pinks/reds/white/silver
i know in delaware we have a store called party city. they stock theme decorations and are very reasonable.
if you have a color printer see if you can yahoo or google barbie or princess invitations and tweak the image for her party.
i did that a few times for bbqs and parties i have throw.
hit up the local dollar tree/dollar store for favors.
if it's an outdoor party - bubbles are always a kiddie fave!

How much they spend depends upon how much they want to spoil their overindulged child. My daughter's parties were usually at McDonald's and I spent about $35-50 each birthday until she got to the "tweens" Once there I usually spent about $75.00 for soda, popcorn, snacks and pizza.
