This woman went to my friend's business, put another woman to watch the door & then proceeded to beat her over 20 times with a billiard ball. when we went to see why there were no charges the police said that it was mutual combat .

This woman [the attacher] went from one city to another to attach the victim who was in her place of business plus the victim never struck the perpitrater at all.

This woman also shot up my freinds place of business 2 weeks befor she attached her although she reported it to the police they never came to investgate. I do belive she knew someone in the moreno valley police dept., what do you think?

Sounds like a cover up////have her go to the police station and ask a detective why....and file charges...

There is many Cue sports including Snooker, Three cushion billiard and Pool. Pool has the most number of variety of games including 9 ball game, Rotation, One Pocket, Straight Pool and so on. There are rules applied on each game but as far as I know 8 ball game is the only Pool game with disputed rule. 8 ball is played in many countries and the rules is varied from each country. In general, the rules goes like this: 1) you must pocket all your balls from your group before pocketing 8 ball. 2) you win the game immediately if you pocket the 8 ball on the break. 3) you lose game when you commit foul during your last shot on 8 ball ( i.e. if you miss the 8 ball, if you scratch and if you hit other ball first. remember: the above three rule are not modified from any country..

If these 2 women had a history of violence toward one another...the cops could be fed up.
OR if the "victim" had an opportunity to escape harm but, instead, remained in the confrontation to get in her licks, then it was mutual.
Otherwise, I think you could file a report and press charges.

That's actually assault with a deadly weapon here in California. If your friend wanted to press charges it sounds like a case of lazy cops or a DA that couldn't win.

I would think 'disturbing the peace' would have been done, but then again I'm not there.

People don't have to press charges, but I would assume something more than just letting that go. After all, that is deadly use of a weapon. It is a weapon.

sounds like the woman has had the police to her home and business before, they had delt with her before. many times they get tired of going to the same place for the same thing. she probably had it coming for a long time

i think the charge of assault and disorderly conduct should apply.
