In Canada, we designed a greeting card for the troops, with a nice black ink drawing of our flag, found a printer who donated the printing of a thousand cards, went to a local shopping mall with them and charged a dollar to let shoppers write a nice note to the troops. We did that until we sold all the cards and made $1000! Then we sent the care packages along with 1000 messages of support from the shoppers that the soldiers passed around to each other for weeks!
It's a good thing to do.

Hey Connor: Congratulations on starting your Eagle Project. Remember that your project must focus on the care packages themselves, and not the fund raiser.
Raffles and lotteries are not permitted by the BSA. You can solicit donations, but you cannot sell tickets unless the ticket has a value.
What you might want to do is spread the word that you are looking for donations of items to send to the troops. From what I understand, they like the single-serving pouches of drink flavorings to disguise the taste of the water. You might contact stores near you and ask if you can set up signs or bulletins requesting donations of items for packages.
How will you ship the packages once they are assembled?
Do you have a group to which you will be sending the items?
One fund raiser that I've always encouraged is to sell the labor of the Scouts. Offer to do yard work in exchange for donations to your project. Tenderfoot age Scouts can rake leaves, pull weeds, trim branches, cut grass, edge lawns and many other tasks that some people don't have time or can't afford a professional service to do.
Good luck, this is a good project to show leadership. You can do this, and it will benefit your community.

Get your troup to produce a record of your best singers written by your best writer. Play it on the radio station in your area and/or churches. Sell them for 1 to 3 dollars to any and everyone you meet, at yard sales, bake sales, jambories, and parades.

Here's an idea... I don't know if it will work in your situation.... We had a school picnic and we had a dunk tank... People paid to dunk the teachers and the principal.
