In the evening before you cover him for the night prepare the room to take him out to before you try this by making sure windows and mirrors are covered and he has no access to danger such as a stove.
Then reach in and gently hold him around the top of his body so his wings are held down and pick him up being arefull not to squeeze too hard. He will probably bite you, but you need to suck it up and dont pull away (if you do he wins) and his bite doesn't hurt much anyways. He will be frightened, but will soon settle down, just don't chase him or he will freak out even more. Let him do some snooping around, and do as he likes. Then after an hr, start lowering the light level in the room. If he does not return to his cage when it is getting dark, wait a few minutes then gently pick him up and return him to his cage.
If you do this every evening, he will soon be out and about at will if his door is open

How long have you had him? I've had quite a few budgies, and have one now. I always start training them with a perch, instead of my finger, I guess it's less threatening to them. If they are real flighty, I clip their wings, which makes them less independent, and therefore less apt to try to get away from you constantly. After I've had them awhile, I start to hold them (in a towel, so he doesn't bite the heck out of my hand) for a few minutes at a time. When they calm down a bit, you can usually gently scratch his head & neck. Reward him after with some millet (budgies love millet) or whatever he really likes, so that he associates his training with a positive outcome. If you're diligent with the training, it WILL pay off-- he will stop freaking out every time you get into the cage! A good book on budgie care & training would be helpful too, I found some on ebay. Good luck!
P.S: Clipping the wings in the beginning during training, keeps them from crashing and injuring themselves. The clipping does not hurt them when done properly--I've clipped many a wing on small birds and chickens too. When they are more tame, I allow them to have their wings back to fly around and get exercise.

Your budgie is wild and doesn't trust you!! You can't just expect him to crawl up onto your finger he will have to get used to you.This will take a lot of patients and time start by just putting your hand in the cage but don't try and touch him! When he gets used to your hand then slowly try and put your finger towards him but again don't touch him!! Sooner or later he may trust you enough to get on by himself!! Just don't push it!! Depending how old he is he may never fully trust you!! You could also try putting some seed into your hand and see if he will take it from you!LOL

You are going to have to get used to it.
Becuase you want your budgie to be more dependant and more trusting of you, right?
They grow to be dependant if they have their wings clipped. Clipping their wings is like getting a hair cut. It doesn't hurt. Yes, it makes them incapable of flight, but it also makes them incapable of flying into, say, and glass window.
They have good videos on how to clip a bird's wings on youtube. Just look it up, if you are interested.
Otherwise, I'd say, leave him in the cage.

Put your hand in the cage every day,not attempting to touch him...and not making any eye contact with him...then put your hand in and make eye contact with him and talk to him in a low soothing voice...do this for a few days.Then put your hand in,talk to him,and move your index finger towards him slowly... but ,side -on to him,place your finger... side on... on his feet he'll step onto your finger,just keep still maintaining eye contact and talking to him,don't take him out of the cage,after a while place him back on his perch,close the cage and stay with him for a few mins talking to him.do this every day and he'll get used to you...but if he doesn't just leave him...still talk to him of course but never try and force him to let you handle him..if he's scared ...then he's scared,there's not a lot you can do about it.

Was he hand reared as a baby, did you get him from a breeder or pet shop? Just put your hand in the cage and let him come to you. He'll eventually get used to your smell. You'll just have to be patient I'm afraid. try picking him up from behind (and gloved) so that his beak won't hurt u. Good luck

Same with our canary, they can actually have a heart attack so be careful. He is bred as a cage bird so is quite happy as long as he feels safe with lotsa seed and water etc try sitting near to the cage and impede his comfort zone little by little. If he doesn't like it then there's nothing but to admire him from afar.

Let him get used to you; scaring it by touching it immediately will cause most animals to be distressed. Perhaps let him get used to your voice, calling him in a special way (e.g. whistling) and just generally talking to him - animals trust voices they are used to. And when you do (eventually) try to touch him again, talk to him gently while you slowly reach out to him.

You need to build his trust. Be consistent about putting your hand in his cage but do NOT try and touch him until he learns to trust you.
Try offering him some fruit or veggies from your hand everyday and eventually he WILL trust you but this takes a great deal of patience.
IF you can get his wings clipped, it would be a good idea, but wear gloves.

don't worry. if you move slowly around him and talk to him in a calm, smooth voice, he should gain your trust. after a few days of that, slowly try to coax him onto your finger. it might take a while, but it should work.
