Your budgie doesn't need to be flying around. Have his wings clipped, get him a nice budgie playground and teach him to play on it. You can also teach him to stay on your shoulder when he is out of the cage. Wing clipping is not cruel as long as it is done correctly. It also gives most birds an "attitude adjustment" and they become more tame.
Letting birds fly around is very dangerous. They can fly into windows or walls and break their necks, or even fly out if someone comes into the house or forgets the bird is out and opens the door. They can also fly into toilets and drown, fly into hot cooking pans, hot dishwater, many other hazards.
Your little buddy won't be upset if his wings are clipped--he will be happy just playing on his playground or riding around on your shoulder.

if your parakeet is like ours, he will be somewhat afraid to fly around outside of the cage. think about it. he may have known the cage for all his life, and be afraid to explore the rest of the world. but, to be safe, let him out onto a towel for 5-10 minutes at a time. keep a close eye on him, and each time, let him have a bit wider space to explore. hope i could help!

nothing, they crap where they want. I leave my budgie out all day till i go to bed at night and used to have to go round cleaning up after her but she's quite old now and spends most her time in or around her cage so it's not so bad.

You could cover your furniture with old sheets and if you suddenly get company, you can grab the up and hide the evidence, plus they wash really easy in the washing machine, just don't use bleach.

You could try the birdie diapers, but my cockatiel chewed the straps off after a week. So, I potty trained her. She knows to only go in her cage or on her playstand. Here's some websites that can help get you started with this.
