No. There are plenty of four-year SUNY schools, which are not very competitive, that offer dorm rooms. Oswego and Cortland are two.

You have to decide what you can afford. Don't expect to ever find financial assistance for living expenses. No one pays you to live in a dorm. Financial assistance is just for the school related expenses. Your current college likely has places to watch TV, eat, visit with others, study. So you do that for the time you are there.

Community colleges pretty much by definition don't offer housing -- you're assumed to already live in the community.
