The poor git is probably shy. Treating him normally and asking him out will probably just frighten him off, and he probably hasn't the courage to ask you out.
What you have to do is draw him in. You do this slowly, and you get your friends in on it. He gets asked for the time, to lend small change, his opinion on an item of clothing.
Then a gang of you are going out, but Jane's friend George has had to drop out, can he make up the number?
And always bear in mind what Burns said about the best laid plans of mice and men (they aft gang wry) ie don't work out quite as planned.

Well...It may be possible that he likes you but, if you find out he doesn't then don't get your hopes down cause others might like you too. He might also find something interesting in you that he doesn't find in others. I hope this helps.
