Santa Cruz, CA US has at least two very good shops, and one mind-boggingly excellent one.
I'll admit that I didn't look past the one that got "Best in..." 12 years counting and the two that alternate back & forth between 2nd & 3rd.

the best way I have found is to ask people who I have seen sporting tattoos that I have liked

thats kind of vauge what part of the world do you live in?? that would help out alot there are a lot of really great tattooo shops all over
