why do guys come up to a girl and tell her she is pretty or beautiful and then keep walking? or they walk off and stare from a distance?

One of the challenges in the life of guys that girls least appreciate is the obligation to almost always take the initiative. We take this so for granted that we don't realize how terrifying it is for guys. Do I talk to her? Should I ask her to dance? Should I ask her out? Where should we go? Should I hold her hand? Should I kiss her? And on and on.
Guys are terrified of rejection. A passing comment like this is a way to make a move, then get out quick before there are any consequences. Then he can circle around, see if you're open to more conversation, and try again. The guy hanging back and staring can't even get up the nerve to approach you.
This is a large part of why the "bad boys" who are so brazen do so well with the girls, and why the nice guys simultaneously hate and admire them. It's easy to be brave if you don't really care about the girl or what she thinks of you.
So be patient, and he'll come around again. Be kind. If you want to really give him a break, take a step yourself. Say hi. What's the worst that could happen?

LISTEN GIRLY im a boy and we dont do that unless we are over the age of 14!PLus when ever you even see a pretty girl you know she has a boyfreind so just think of that and also i think that boys say that because they have no idea who there talking to and all they do is BRAG and whatever you girls think that a boy does that it will be to soon if your over 13!

oh because they think it's mysterious and such. And they like the idea of you thinking about it for like everrr afterwards.
And they hope that you will then come up and aproach them.
Or they are so ridiculously shy that they just blurt it out and then run away. haha.

There's nothing wrong with that. They're just letting you know that they think you're attractive. This doesn't necessarily mean that they want to date you. Being appreciated from afar is nice too. Enjoy the compliments and let them make your day a little brighter.
