Heaven isn't based on chance, but repentance. Anyone who truly repents of their sins gets in, anyone who doesn't, doesn't.

First I could argue all day on whether or not Hitler at the peak of his madness could be called a Catholic, but for the sake of your question I will not. Basically Catholicism's teaching on salvation is different than that of many other Christian denominations in that it says that both faith and good works are necessary for salvation. Now I am in doubt about whether Hitler even had faith, but he certainly paled in the second of the two. Even had Hitler asked forgiveness at some point (like on his deathbed) it was likely superficial as he showed no improvement in character or desire to stop sinning to his deathbed. Plus he committed suicide and that is a big strike against you. So I can say that Hitler is probably not in heaven (but I cannot make an absolute judgment as obviously I am not God).
Now to the other person, just about all branches of Christianity agree that faith is necessary for salvation, and this guy (girl) does the ultimate sin, by hearing (assuming he is not a secluded Pacific Islander) and then totally rejecting God, and Jesus' victory over death. So I can say it is unlikely that he would go to heaven.
Now so who has the better chance, as far as I am concerned both are missing a part of duo needed to reach paradise, so they both have an equal (very low) chance of reaching heaven. As stated earlier, however, I do not have the power or wisdom or the right Judgment of God to pretend I know the answer.

As a Catholic I would be sure a regular person has a better chance. Hitlers chance at heaven would have to be 0%. I'm sure the average decent person of any religion probably has a 99% chance.

strange question, what about a small Indian boy that was Hindu and never heard of Jesus, can he go to heaven? What about a retarted baby that cant understand the concept of being saved?
I have a strange take on going to heaven, you dont have to work your way in, Jesus died on the cross for you, so your spot is given to you from the day you are conceived, you have to work your way out of heaven. Its not, "you have to be good to get in" its: "you are getting it, so be good to people, because you have a wonderful thing to look forward to" Hitler worked his way out, Mr. infinitely evil more than likely worked their way out to, a regular person, were nice and help out and lived a good live and tried everyday to be a good person, because thats all that is truly expected of us is to try to be good, if we fail, try agian.

Christianity teaches that God not man judges. This includes Hitler who was raised a Catholic, but did not practice his upbringing.
For Christians, God is the only higher power.

None of the above. The Bible says that no one who sins (yes, that's everyone) can get to heaven because God can't stand sin. That's why Jesus died to save us and make things right between us and God. But no one who does not receive him will get to heaven.

the only person who will get to heaven, is the one who has accepted Christ for the payment of sin, that we cannot pay- I am very interested to see if anyone can show me in scripture that anyone can get to heaven in any other way. Regardless how you lived, there is nothing that is to bad to not be covered by the blood of Jesus. There is no such thing as a regular person- We all sin and fall short of the glory of God.

None of them.
No one has a "better" chance at heaven unless they atone for sins. If anyone had a "better" chance without atoning for sins, that would imply that it was possible to get to heaven by just being good. That is not the Biblical message.
