The answer is the two-toed Sloth.
It just looks like it's not doing anything and it only looks like it moves an inch every other minute or so... But the truth is... it's extremely fast! That short movement that you saw was when it moved faster than light and scrambled around its cage... then suddenly teleports back to it's starting position... with a few centimeters discrepancy.
