Fact from fiction, truth from diction. A mini can be as short as the wear can bear to show. But since minis are made to ride different pars of the torso, it can be hard. Because you can have a mini 9 inches long and still hide the thong if it is made to hug the hips. Hugging the waist....well, lets just say you'd be all hanging out. I would say use one of three rules of thumb, depending on your comfort level.
1> A mini that hangs no shorter then 13.5 inches from your natural waist.
2> No mini with a hem shorter than 1.5 inches from the bottom of your crotch
3> No mini you could not bend over straight-legged and touch your toes, with out everyone knowing what undies you have on.

Under your @SS and no more. If your butt cheeks show then that's too short. And do the test by bending over in front of the mirror. If you can see your underwear its a no no. And it also depends where your wearing it too. And If its to short sometimes you can add the leggings but the shorter ones of course. The ones that come above your knee

Well that depends on the reaction you're looking for-if you want to just wear it to a normal party and look fairly normal i'd say keep it a sensible length, but if you wanted to turn heads then you could make it short enough for the tip of your panties to show when you bend over. But don't make it a belt.

mini skirts can go as short as the wearer wants. but they should at least cover up "everything".

I would think it'd have to barely cover the crotch area front and back, at least when you look at the person from a standing position. It's a pretty fine line.
On the other hand ... how low can those baggy pants go?

The shorter the better, but I'm a guy. Now honestly, my daughters are still in their teens, for them, it's wherever their fingertips touch their legs, and no higher.

as short as you want it to be depend on what you plan on doing that day....don't be like brittney spears....lol but i would say a quarter above your knees i think miniskirt are hott so i'm answering the wrong question..lol
