What do you mean by "bring"? Do you mean as a fiancee or wife? The reason I ask is because, for all practical purposes, that's the ONLY way you're going to get her here.
Unless she's highly educated and working in a skilled position such as a nurse, math/science teacher or information technology professional she will NOT qualify for a work visa.
It's next to impossible for a young, marriageable Filipina to qualify for a tourist visa.
To qualify for a student visa would require her to have large financial assets available to her, there, in the Philippines to cover her tuition and living expenses.

I will assume you are referring to a girl friend and would like to bring her to the states, first off you will have to come to the Philippines and meet her in person, then you have two options:
1) Marry her here in the Philippines and go back to the states and file a K3 visa,
Two petitions are required:
Petition for Alien Relative, Form 1-130; and
Petition for Alien Fiance(e), Form I-129F
2) Go back to the states and file a K1 visa and when she gets to the states you will have up to 90 days to get married or she will have to go back to the Philippines. An
I-129F fiance(e) petition is required.

The answer depends upon the situation: is it a fiancee? student? nurse? There are different rules for each situation. Contact the INS for details and forms, but they will need a Filipino passport, a health checkup, someone to swear out an affidavit of support, etc.
