Cats are not classed as adults until they are 2 years old, so at 9 months your cat is still an adolescent. It sounds as though he is bored and is just trying to get you to play with him.
Young cats have a lot of energy to burn off, this is especially true of indoor only cats. When they play, they are also practicing their hunting skills, hence the pouncing on you when you walk across the room. When he goes for your arm, if he kicks you with his back legs at the same time, he is mock fighting with you, just as he would have done with his siblings.
You need to divert his energy and attention into playing games with him that don't involve him touching your hands or feet. Do you set aside time every day to play with him? If not, then try to do so as cats need mental as well as physical stimulation. Cats love playing games that imitate hunting techniques, like chasing, jumping and pouncing. Always use toys attached to the end of a wand stick, that way he can be as rough as he likes with the toy, without you getting hurt. If he hurts you when playing, gently scruff the skin at the back of his neck and tell him "no" in a firm voice. If he doesn't back off, stop play immediately and walk away. This is how the mother cat would treat him and he will quickly learn that that biting or scratching isn't acceptable.
I don't know if you would consider adopting a companion cat for him, but it worked for me. Our female was quite feisty until we adopted the boy cat and now they play fight together all the time. She's much more gentle with me now. Having a friend would help burn off his energy and he would learn first hand just how much biting can hurt. this must be a magic cat if its declawed and still manages to scratch your leg, either that or you are very fragile
if its a magic cat, you are in luck
if you are very fragile, hide in the closet
if you are for real then take the cat to the vet and discuss your situation with the vet first. see what they suggest.
in my opinion, you want to sternly but not harshly scold the cat when it happens. spend more time playing with the cat in non-aggressive games or where the aggression is not directed at your body. provide treats and positive reinforcement when you walk by the cat and it does not swat you.

This behavior can only get worse......do NOT teach the cat who's boss. The cat will always be the boss.... Their is no such thing as disciplining your cat. Professionals say to leave it alone. And I say do that. Make the environment easier for him. Make sure he has full view of the rooms he most dwells in. Get a cat ledge for him. And make sure your not free feeding him and get his diet on a schedule. Cats need to be fed every 5-6 hours. Maybe you should teach him who's in control, like, if he attacks you, lightly pinch him on the ears or something. You can also have 'time-out' sessions, if he misbehaves, put him in his cage for awhile, and maybe you can use food as leverage, like, when he's hungry and he comes to you, make him follow you and beg a little, that'll teach him a little humility.
All in, maybe he's acting out after being neutered and declawed, give him a little time, don't get rid of him just yet...

when he attacks you attack him back but with a spray water bottle, then make a certain time of day for playtime . Does he have enough toys to keep him occupied? sounds like he wants to play, but he needs to learn that biting you isnt nice

If you think hes gonna attack you then he probably will. When you go near him stay calm. If that doesn't work then go to a vet. Your cat might have something wrong with him.

he might be just being playful at nine months old. maybe get some toys from petsmart store for him to chew and play with...and get some cat nip.
