Warm water to cover; wait maybe 5-10 minutes, mash it a bit into mush, you may need to add a little extra water. As he gets older you can use less water, stop mashing. At that age he should probably be fed at least 4 maybe 5 times a day.

Do not soak the food..there is no need to for a puppy that age..plus soaking is NOT recommended. If you want you can add a little warm water just before feeding but no soaking.
Also I would recommend getting a better quality food. IAMS/Eukanuba, Purina, Pedigree, Science Diet and other store brands are not good quality foods..they contain far too much cheap fillers and by products and not enough meat protein. These foods are more suitable for goats then dogs.
It takes up to 3 times more of the cheap grain laden foods for a dog to get proper nutrition then it does of a good quality meat based food.
Some good choices;
Canidae, Chicken Soup for the Dog Lover's Soul, Wellness,Innova, Solid Gold, Merrick, Fromm just to name a few

At 7 wks a JRT should be eating dry food. Just make sure to get the small bites puppy. We raise chihuahuas and they are quite small and they eat the dry by 5 ek.

firstly call the breeder you got the pup from (PLEASE I HOPE IT WASNT FROM A PET STORE... ) and ask them IF they soaked the food - if not then you shouldnt be soaking it...
were they feeding Iams?? you should feed the same food they were and then after about a month switch to something better (Iams is crap - infact any food from grocery or wal mart is crap - but Iams is linked to cruel animal tests- so is Eukanuba as they are owned by the same company - Proctor and Gamble)
soaking - add warm water and let sit for 5 minutes - about 1/3 cup warm water... gradually lessen the amount of water so that after a week its not soaked at all.
tap water - NEVER use bottled water for pets.

Just add a little water. Don't make a lot of it because the dogs won't eat it after it sits and is mushy. You can also get Iams gravy (in a bottle) and put that on it. When he gets older you can mix a half can of wet food with the dry.

soak it a day ahead of time in the fridge in a tupperware bowl. Don't let it sit out to long as it will mold and can kill your pup.
