I got the runt of the litter because her markings are soo perfect but she wasn't much smaller than the other pups. Both of her parents were about 30 lbs, and on the bigger side for bostons. Angel is 9 months and only weighs 12 lbs. She looks like a chihuahua! She does not have worms, and I feed her more than I am supposed to but shes like a miniature boston. Does this have anything to do with her being the runt?

most definatley it is to do with her being the runt

feed her a good puppy food, with loads of low fat but high protein extras and plenty of carbs, you want a healthy terrier at the end of the day not an obese one. Also at 9 months she hasnt stopped growing yet so she may just be a late 'catcher-upper'
plus
as a she, she will more than likely always have been on the small side and then add in the 'runt' equation and you have your answer
being small doesnt mean she has other problems and unless you were planning to show or breed her, it will make no difference in the long run to her health or longevity, enjoy your life together

My experience tells me being the runt has nothing with what you will end up with. When I got my beagle I took the runt. Well he just kept growing and growing. He ended up over 20" tall and close to 40 lbs and he is not fat.

12# for a 9m Boston isn't that tiny. A 30# Boston is way too big. Most Bostons are around 20#.

Most likely.
30# is too big for a boston, anyway. Their weight should ideally range from 10-25 lbs. As long as she is healthy happy and active I would not worry. What does your vet say?

At nine months old, she is in her teen age phase and it is normal for any breed at that age to be more legs than body.
I would not worry too much about her weight until she reaches at least 12-18 months old, which is the normal age/stage for dogs to start to fill out.
PLease do not over feed her. The last thing you want is an over weight dog at ANY age!!! (like her parents are!)

I would say yes. Even though you said that it's parents are big, depending on which breed they are, dogs in the family could have had a small trait and it was passed on to angel.

She is not too small, your expectations are too big.
