In our state rabies vaccines are required at 3 mo. The county next to us has a high number of rabies cases each year, mostly skunks. A young boy died a few years ago in our state after being bit by a rabid bat. The doctors didn't know what was wrong with him until it was too late. The only reason rabies is not rampant is because of the vaccines.

Not until they are 16 weeks old but 20 weeks or older is better and is what is recommended by AAHA/AVMA and all 27 vet schools. (if it is a giant breed such as a Great Dane not until it is 6 months old)
I suggest going to the AAHA site or to Dr Jean Dodds site to get the current protocol for all vaccines also get a copy of the Nov. 2006 Whole Dog Journal....it has a great article on vaccinating.
*******Bactowork....rabies is a lot more rampant then you think in some areas***********

puppies need to be 16 weeks old (4 months) before getting their rabies vaccine. But they can start getting their puppy vaccines around 6 to 8 weeks.

Most vets prefer to give it at 15-16 weeks; about 4 mos in other words. Other IZ's (parvo in particular - usually given as DHLLP - should be started at 6-8 weeks. If you get a pup from a reputable breeder it should have already had its first round of puppy shots.
