If only the outer PVC sheath is damaged then taping over it is okay. However, if there is any damage at all to the inner wire insulation then you must either replace the cable or cut out the damaged part and rejoin it using an in-line connector. But if you are not competent at DIY wiring then do not attempt the repair yourself, just get a new cable fitted..

Do you mean you can see the copper exposed in the wires? If so, get it sorted out. Mine has a few exposed bits where I have driven over it and I can see the blue and green wiring, but not the copper. Safe enough.

not really, either get it re-wired, its not that hard although i suggest taking it to a shop or electrician if you dont know what to do exactly.
however you buy shrink rubber and slide it over the bare parts and shrink it down witha heat gun, but it might not recoil inside the vac if its one of those types of vacs

its best to get it repaired....take it from someone who has been Electrocuted....it's not worth the risk...even though you know to avoid the area damaged does everyone else in the house?....

I would have the lead replaced, if you have kids, there really isn't any need to risk it.
