I've found myself in this situation a lot lately, and always feel awkward. Six or so people are together, and someone raises their glass and makes a toast. Everybody else says "CHEERS!" and the glasses start clinking together, and that's where the confusion starts. ;)

Who do you clink with first, and then in what order do you continue to clink?

Clink first with the person being honored if you are near him/her, then with the people closest to you. It's not necessary to clink with everyone, but it is considered bad luck/bad form not to take a sip after the toast.

start with someone next to you, or in the common meeting area. You don't have to go out of your way to clink with everyone, usually whoever is in common reach.
