Effective and efficient are rather synonymous to each other.

Well, by being effective, your actions (as for your question, communication) directly produces an effect, and it is the same with being efficient.

The only difference is that by being efficient, actions are produced with minimum to no waste or effort, and the success percentage is high.

So if you're efficient in communicating, you get the job done first and with less effort than that of someone who is effective.
