Don't talk about work. Unless he brings it up. The last thing a man wants is to repeatly say what his work is about. There is an infinite of topics and things to say. The tipical is, for example: Movies, games, news, people, books, music, etc.
But the best way to start a conversation is to say what is in your mind, do not be shy and try to keep your boyfriend next to you by making conversation. Tell your thoughts out loud, share your ideas, read some articles and share them with him, find out what he likes and talk about it with him, make comments about yourself, ask him what he things, ask him what he wants. Also notice if he likes you because you are beautiful and shy, so you won't ruin it.
Mostly, don't be afraid to say outloud what is in your mind. Every man loves when a woman makes a conversation. Don't be shy and smile to him and say anything.

People are afraid of the silence because of personal insecurities. He might be totally happy just being with you and might not be as uncomfortable as you.
One thing you can talk about is the silence between you. You can start by saying, "Hey honey... I love spending time with you but sometimes I feel bad because I don't know what to talk about. What are some things you like to talk about? I want to learn more about you... tell me what is was like growing up in your family."
"Who was your best friend growing up?"
Start from the beginning of your lives and move forward... there should be plenty to talk about, but DON'T WORRY about the silence... it is OK!

when you figure that out let me know. I have the same problem. Mine is he says he doesn't have anything to say
"to me", I take it as he is bored with me. He is always complaining of all his time spent with me, but when he is here he is doing his own things. I don't get it at all. I think in my case our blissful beginning has turned into an old couples scheduled romance. Find a way, before you really have nothing left to say!

then ask him why you guys are always so quiet.
i once dated a guy for like a month before i realized that things were exactly like your situation. i asked him that question. he kinda shrugged, and sorta grunted a "i dunno."
i never talked to him again.

Girl, you don't have to talk just because of the sake of talking. All those girls talking too much, drive me mad! What you can do is turn it around. Ask him to tell you something...

Ask wat he likes , think of a favorite tv show, something that is interesting. O' how about the embarrasing moments. But don't say why are you quiet, cuz u'll make him feel uncomfortable.

i never had this problem until just recently... with my husband. we've never had trouble talking. now it's just like, what the hell do we talk about now? we've talked about everything!
but usually talking about family never fails. you can talk about your mom and how crazy she is and share some stories, and maybe he'll share some of his... stupid stuff like that, small talk... you'd be surprised where it can lead. talk about dreams/goals, what your opinion is about your own, and what your opinion is about his... guys like to talk about themselves, and girls like to learn about guys... so just ask away. :D
