I don't know what kind of license that you are referring (general business license or permit for collecting taxes). But, check with AZ about thier sales tax laws. Depending on the work that you do, you could be considered a contractor which could subject you to a different rules.
Here is a link to the form for AZ taxes.

I don't know if you need a license in AZ, but anyone can be self employed and file taxes as such. Having been self employed for sixteen years, I can tell you: don't neglect the withholding tax until the years end! It will bite you where it hurts! Federal does not take lightly to unpaid taxes! Meet with someone to help you set up guidelines, buy hey,go for it. Small business and entrepeneurs is what this country is all about!

To file tax, first of all keep good records of your income and associated expenses throughout the year. When you file your tax return early the following year, you'll show those on a schedule C, then use a schedule SE to calculate your self-employment tax. The numbers from the bottom of both of those schedules will transfer to your 1040.
You also need to file quarterly estimated returns, and send in the money that you expect to owe in taxes for whatever you made that quarter.
