i think a lot of parents do. the reaction of most kids to the threat of being tickled is to scream and run away. When I was a kid my mum would say she was going to snickle-sneeze me if i kept being naughty. hehe.

i don't think it could be applied to the adult penal system tho

I would never use tickling as a serious form of punishment because I believe that tickling should always be respectful and the tickler and ticklee should both enjoy the tickling - not just the tickler.
I have used tickling as playful punishment though.
Wanna punish me? ;o)

My wife does constantly. Fortunately for me it is only for punishment for being a wise-a$$, or kidding around too much. It is all in good fun, but since she isn't ticklish and I am, I always get the worst of it.

Nope my Mom has used tickling as fun because you just can't stop laughing while you can't control your body while your trying to get away.
