no, you have to use a spoon to spin the fork and noodles in and eat whatever is on the fork. slurp away. it's considered good etiquette to do so. no biting off excess dangling pasta. that's bad

That's why you have to practice it before going on stage. Those strands can be longer than you think. One or two is all that will fit onto a fork for a one-bite mouthful. Using a spoon is the easiest way to twirl it onto the fork.
If you are twirling and you see the lump getting too big, you have to re-do it, or risk a mess when you bite into the gob. That sauce is everywhere and can even squirt or splash, if you aren't careful. You then find out who your friends are by who covers their mouth when they laugh.
When I was younger I practiced it to get the attention. I got pretty good. Then, when I made a few messes I decided I didn't want that kind of attention.
Now I just break it up before cooking, or cut it up on my plate.

It is custom to eat past with a fork. You roll it up using the fork onto the plate. No need to use a spoon.
If you feel more comfortable cutting it up, so be it. Sometimes pasta (or oriental noodles) can be long (I make my own and it is v.v. long) so go for it.

My father always ate pasta with a knife and fork. I never saw anyone looking at him like they thought he didn't have manners. He also ate pizza with a knife and fork. No one in our family ever got good at the fork and spoon thing.

In Italy it is considered rude. You should roll it up on a spoon with your fork and eat it. My Italian guide told me that it is ok to do at home but to please not do it in public. That was in April of this year.
