I grew up and still go to Bakersfield (Kern County) for my college and work. However, I live in Tulare County (an hour away, North of Bakersfield that goes to Visalia, Fresno etc) in Springville a small town of about 1500.
Bakersfield, staying out of oildale (across the tracks) can be a fairly decent place to live. The only issue's is the population is growing (as next to L.A) causing some traffic than it was 5 years ago and housing.
It be a wise to come over and go in search of locations and visit areas before buying. The closer you get to the ocean, the more expensive you will have. The more you go into mountain range, like myself, the more expensive based on ranches (250,000 small ranch to 300,000-800,000 decent good size ranch to 4.5 million working ranches).
I would recommend to stay away from deep L.A, Fresno, Visalia, San Jose, and other cities full of more crime and not good environments.

California is everything but cheap. Living expenses and housing is outrages over here. I live in a very small 2 bedroom apartment and spend $1300.00 on rent alone a month. On top of that we need to pay: $30.00 water, $70 Gas, $15 Garbage, $20 TV cable, and $40 phone. You need a income of $4000.00 a month for two people, to afford to live here.
Not all towns have rent control; that means the land lord can raise your rent with $400.00 in one month!

The only cheap cities in California are in the desert. Bakersfield, San Bernadino, and Riverside Counties, Fresno, etc.... The closer you get to the beach the more money you will pay.

Is your mom smart? are you two upset with where you live ?
or the job market? There is something out there for you, but the miseries can follow closely behind you watch your steps closely. I heard this from my son a few years ago, if you have a father close remember there is always something you forgot to think about.

She wants to move to California because she thinks that by moving there she can run away from her misery, but she will end up taking her misery with her. So not only will she be miserable in California, she will have to deal with smog, mudslides, earthquakes floods, brush fires, traffic jams and a very great many illegal Mexicans who will kick you around. Tell her to solve her misery right where she is and to forget about dragging it all the way to California.

It depends on what kind of climate you prefer. I grew up all over Cali...cheapest was the upper desert. Apple Valley, Hesperia Barstow area. The coast.....$$$$$$$$$$ Hope you two find somewhere happy and affordable. Good luck and have a great week-end
