Because it contains choking holds and limb locks, judo could be used to seriously injure, or even kill someone, by a practitioner who had bad intentions on a mostly untrained person. Then again, that's true of most martial arts, except nothing says bad intention like a choke hold. But because any normal person would submit way before you had to choke them to death, you can be certain the judoka acting like this would face murder charges.
The other thing is limb locks. People who don't know the proper way to handle this and resist them may end up with broken bones, torn ligaments, etc...
Also, like most throwing arts, if you throw somebody on hard concrete, and they don't know how to fall, they can seriously harm themselves. That's also true if you punch someone and they fall backwards, of course, but throwing somebody forward is much more dangerous.
But for the most parts, judo is a form of competitive wrestling with throws added in for good measure. You could use it badly, of course, like any other art, but that's not its spirit. I guess what I'm trying to say is all martial arts can be dangerous and the moral of the story is that you should only use them outside of training if you're involved in a competition with someone who has similar training, or someone is intent on injuring you or another innocent person.

Judo is more than a martial art, it is a martial way. It's meaning is the "Way of Gentleness". Jigoro Kano, founder of Judo, stated that Judo was to be used for defense only (or in competitive sport). As a result of this limitation Judo can not be dangerous, only appropriate. If you were to use the techniques in an inappropriate and dangerous way, then you would no longer be doing Judo.

THE most dangerous? No. But it can be dangerous, anyone who has ever experienced being at the receiving end of an ippon seo nage throw onto hard concrete headfirst would definitely think so. Most throwing arts like Judo and Aikido pose potential danger when throws are improperly applied, I have witnessed people get broken collar bones, dislocated shoulder, broken wrists and sprained ankles after a wrong landing due to the Nage's improper application or carelessness, and this was on a mat, imagine the extent of the damage if it was on concrete pavement.

This question goes right along the same lines many other questions pose. Which art is better? It really comes down to the artist who trains. If your question is about whhich art is more complete, by complete you may mean encompasses striking with multiple body parts(hands feet elbows knees etc) and teaches locks and throws and teaches some ground defense, then if Judo teaches all of that then it could be a more complete art than others. THe artist though is what makes it lethal.

No infact when Judo is learned Correctly it is one of the safest Martial arts to Practice. At my Dojo we have people with autisium,scolliouses,and scicle cell animia(sorry of thoses are spelled wrong which I'm sure they are)and practice in safety even being approved by there doctors.

It usually depends on the level of mastery, not the art that's been mastered.

While Kodokan Judo is formidable, it is a humane form of Ju-jitsu. Ju-jutsu (or Aiki-jutsu) is the most dangerous Japanese martial art.
The founder of Judo and genius, Dr. Jigoro Kano, modified all the nasty and dangerous Ju-jutsu techniqes and turned it into Ju-do.

no lol, OK i take jiu jitsu and i think that is pretty dangerous, its mostly about breaking ppls bones and chocking them out, judo is mostly throws, but what i think the most dangerous one is is jipkido that's crazy, it teaches u how to fight many opponent's at once and put them down with one hit and fatal moves as well
