this question is too general and it's hard to depict the situation.
if i'm already seated and waiting for friends, i might let her know that and if there is room allow her to stay and join my party. if there is not going to be enough room, i might ask her to move.
if i am waiting to be seated and this person seats themselves, then i expect restaurant staff to remove this person.
if i am just standing there and this person sits, literally in front of me on the ground - i might just smile and look away, not to mention move away.
communication is a lost art. the manager should only be involved if the person is unreasonable and rude. looking the other way when someone is behaving badly is to be manipulated into accepting the bad behavior and rewarding it. making small talk might be the best to discover motives - as long as incorrect or rude behavior is part of the small talk. standing up and walking away may be a wise strategy in the presence of the insane, but supports and rewards manipulative behavior.

I would be confused at first, engage in some small talk until I determine her intent. If I discovered she was harmless and in need I'd likely buy her dinner, otherwise I would ask her to move along.

C. Actually I would make more than small talk. I would be curious as to why they sat down and would start asking questions. Perhaps I might discern that God led them to me to hear about Jesus.

Depending on the timing. I will ask her to leave if I'm not in the mood to talk, but I'll be ok if I feel like talking to someone.

i'd be surprised but start small talk. some people who are being chased/in fear for their lives will plop down and start talking to you in hopes that the person chasing them will leave them alone if they think you're friends with them.
